I dont know by looking at the video the dude was willing to get away at any cost.. He ramed three cop cars and ran over a cop..

The cop on the bonnet trying to arrest him feared for his life and shot him..

yep completely called for IMO, officers life was at risk and it takes alot less than that for them to justify popping a cap in their head.. although the cop probably shouldnt of put himself on the bonnet of the car while the guy was still behind the wheel..
