A new report shows an estimated $25.4 billion in government funds was spent on indigenous Australians in 2010/11.

The 2012 indigenous expenditure report showed that on average, state, territory and federal governments spent $44,128 per head for indigenous Australians, compared with $19,589 for non-indigenous Australians.

The report, which was released by the Productivity Commission on Tuesday, acknowledged there was a 'disparity between outcomes for indigenous and other Australians'.

This disparity had been 'an ongoing policy concern for governments at all levels'.

'The reasons for these persistent gaps in outcomes are complex, arising from a mix of historical, social and economic causes,' the report said.

'Yet, there has been limited information with which to assess the adequacy, effectiveness and efficiency of expenditure on programs aimed at improving outcomes for indigenous Australians.'

This figure also wouldn't include private mineral royalties or other non government benefits.

Given the amount paid by some of the resource companies alone during that period and not including things like preferential employment / skills training investment agreements that also usually are bundled with royalty agreements it's got me fucked how they still mange to be classified as "disadvantaged".

I don't know what the answer would be to solving there collective problems but I'd suggest ending the discriminatory allocation of funds and bringing them in to line with the rest of the community, not a cent more, not a cent less is the only fair way to manage this issue.

The funds the mining companies pay to whatever Aboriginal group it is, is based on the claim of "their land" right? So them being nomads in the first place, not owning land - suddenly changes to them owning Australia and subsequent rights and benefits. It's basically like another tax on mining organisations? Family of 5 "average indigenous australians living in a metro area" over 18 years, so eligible for handouts - lets say, $35k PA - between the 5 of them, that's $175k PA of money that is given to them purely because of their heritage. Now imagine what could be done with that money as a whole, taking out day-to-day expenses for living/etc, we'll drop it down to around $100k PA. Put that into a wise stock market investment, or chuck it on a deposit for an investment property, or even throw it into a high interest earning bank account - you can see where I am going with this... instead, it's pissed up the wall on cars, booze, smokes, clothes that are worn once, furniture that is smashed within a week, and (provided they're not in state housing) maintenance to their property.

To sit down and imagine where that $44k per head is going would make any grown person boil over. It's TAX that WE pay that THEY are blowing on NOTHING but SHIT.

On the flip-side of the coin however, the money they spend is all going back into the Australian economy (at least a vast majority of it is) - most of the indigenous australians would not posses the ability or knowledge on how to buy anything from outside of the domestic market.
