tl;dr version, the way I understand it:

The French holdings company, Atari S.A, who currently owns Atari US (and a whole bunch of other associated companies within the US) are going bankrupt (again); Atari US (and these other companies) want to split away to protect themselves from said bankruptcy by losing the burden of said holdings company.

Atari US, who I believe is the one who actually develop the games, isn't doing too bad itself. It's the parent holdings company that's causing the financial issues.
