I got the impression one of them was trying to but George -the animal- Steele lookalike cop was beating on his shins with a baton... Demanding he put his arms behind his back while pulling him by the arm to give him more of a hiding.

I'm sure he wasn't an angel though - difficult to assess clips like this in isolation.
