Major new changes to modification rules

Posted this on SilviaWA today so figured Antilaggers would be keen to know as well... read on another forum (that iluvn4s on here linked cheers) that in mid-Dec, WA adopted the full Dotars National Code of Practice (NCOP), so popped into pits at Midland to ask if true and they confirmed - even asked for some of their photocopies (re rim widths) etc and they were all the new stuff from the NCOP

Click: National Code of Practice - DOTARS (now what WA comes under for modifying rules - applied in conjuction with ADRs)

    Engines: http://www.dotars.gov.au/transport/safety/...es_3Feb2006.pdf

    Trannies: http://www.dotars.gov.au/transport/safety/...ns_3Feb2006.pdf

    Brakes: http://www.dotars.gov.au/transport/safety/...es_3Feb2006.pdf

    Body mods: http://www.dotars.gov.au/transport/safety/...ns_3Feb2006.pdf

    Fuel systems: http://www.dotars.gov.au/transport/safety/...ms_3feb2006.pdf

    Suspension / steering / wheels / tyres: http://www.dotars.gov.au/transport/safety/...ng_3Feb2006.pdf

Some extracts about common mods / questions from the NCOP: (copied from toymodz.net)

What minor mods are allowed without certification?

    What new engines need approval?

What size engine can I put in my car?

What engine mods need an Emissions Test?

Can I use an Aftermarket ECU?

What are the Rules on Rims, Tyres and Spacers?

^^ That is a bit of good news - no longer restricted to the +2" rule or the max 7" wide rule

Whats the Rule on Bonnet Pins

What are the Rules on Bonnet Scoops

^ While is doesnt directly refer to rearward facing or flat mesh vents, guys said they would still be defecting these if not covered - only forward openings allowed still

What the Rules on putting the Battery in the Boot?

Whats the Rules on keeping my speedo accurate?

What Alternative Steering Wheels can my car use?

How dark can I Tint my Windows?

Going by that, it already is in then?

Would this make my turbo conversion illegal? (or at least, not yet legal) unless it passes those standards (and are those standards, Noise and Emmisions, only below 120 (or whatever it is dB, and no visible emmisions?) if you have to go and have the car properly tested on a gass analyser it would be a pain in the arse.

Also, the 3rd bonnet scoop passes, it appears to face backwards, doesn't say weather it's open at the back or not...
Good news is that is says you CAN cut out the re-enforcement as long as the bonnet is still just as strong as standard, and all sharp edges are treated.

A good thing about it is that it all appears pretty easily interpreted and there isn't many grey areas.

I wonder how strongly the pits will enforce some of these things, wonder how strongly the police will enforce it also, if it's already in, I suppose it can't be too bad?

Mainly for the emissions testing that i may have to go through,i run a haltech comp so it may not do it.If i get approval now it goes of the date and laws set at that time.

While getting my engineers cert(on going) i had pre aproval from 2005? and my engineer said by having that i saved alot of money because brake test(required for the conversion) that are required now under newer laws can be a little costly, and more involved.

i think you guys are confused
you only times it by three if the motor is atmo
    so yeah 4500cc limit
need to times weight by 2.5 for the maximum engine capacity if it's supercharged or turbo'd
so my car which weighs 1400kg
can have maximum boosted motor of 3500cc
    or atmo of 4200
so i can do that holden 253 conversion i always wanted!!:P

When they're doing the math for engine capacity x vehicle would it be the weight on paper from the factory or would they weigh the car? Also would the new engine be included in the weight figure or the engine that came from the factory?

Just as well I put my forms in for the Torana 8 mths ago
Got the reply back from Reno just before XMAS
All GO for SBC, big brakes and body/chassis mods
The only thing I need to do is either have an engineer sign off on the brakes OR have a certificate from a brake specialist
Wonder where I'll find one of those ?

Haha now my bonnet pins are illegal!! . If this is a nationaly applied code then in theory if you buy a car interstate that is complied under this code it shouldnt need compliance again under W.A. law once you ship the car here?? Would be nice if it worked that way but I doubt it will happen.
